The real issue is not whether Ghana’s waste sector needs restructuring; it clearly does. The issue is whether the minister is offering a workable instrument that the public and stakeholders can finance, own, and scale. A credible posture would build a self-sustaining circular system where source separation is monetized, recoverable waste streams are converted into industrial inputs, and private capital enters as equity to share in the upside — not as debt that deepens the burden.
